LAIBTS Contract with DPS


Scope of Services

LAIBTS was originally tasked with the following scope of services under a code enforcement plan review, inspections, and training contract with the State of Louisiana.

Overview

Based on a preliminary survey conducted by the Louisiana State Uniform Construction Code Council, scores of certified personnel capable of providing plan review and inspection activities for construction and/or rehabilitation may be needed to provide assistance for construction code enforcement. Assistance is being provided to oversee code compliance of construction covered under Community Development Block Grant (CDBG) funding (single family or multifamily residential housing reconstruction or replacement).

Tasks and Services

IBTS is providing personnel based on the specific requests as submitted by the Authorities Having Jurisdiction (AHJs) to DPS. DPS reviews the requests from the AHJ and approve the assistance to be provided. Prior to starting the work in a given local jurisdiction, IBTS works with the local AHJ to develop necessary services to be provided, based on approved requests.

A reporting mechanism has been established to ensure proper coordination between DPS and local AHJs. The local AHJs have executed Memoranda of Understanding authorizing DPS and IBTS or the Office of the State Fire Marshal (whichever applicable) to work with their staffs or on their behalf to provide code enforcement. Through this contract, IBTS also provides training for the staffs of the AHJ building code departments for plan review and inspections in accordance with the applicable codes.

IBTS Responsibilities

Task A: Project Management

DPS requires the services of a contractor to manage the project in a professional manner and ensure that all activities are coordinated and effectively and coherently carried out.

Subtask A1: Master Plan

Within 10 days of receiving the notice to proceed, IBTS shall meet with the DPS Program Manager to facilitate a master plan.

Subtask A2: Monthly Reporting on Project Progress

IBTS shall provide monthly progress reports to the DPS Program Manager that include descriptions of task activity and addressing overall project status as well summarized expenses. The contractor shall provide the DPS Program Manager with invoices for each previous month containing supporting documentation, labor-hour details, descriptions of work completed, and receipts for other direct costs for each task and activity. The contractor shall provide to the DPS Program Manager the location of each home inspected by latitude and longitude coordinates to allow the OCD to perform geocoding.

Subtask A3: Coordination of Activities

IBTS shall, through the DPS Program Manager, schedule, organize, and facilitate meetings, at least monthly, to ensure that project activity is progressing in the most effective and efficient manner. IBTS shall provide the DPS Program Manager with a monthly report containing meeting summaries and proposed action plans based on the meetings, specifically addressing each jurisdiction's transition status, or plans to transition plan reviews and inspections to local jurisdiction staff.

Task B: Provide Personnel

DPS requires the services of a contractor who is capable of providing an adequate number of personnel, with sufficient construction code certifications, to the affected parishes.

Subtask B1: Plan for Personnel Requirements at Project Startup

DPS requires qualified and certified construction code plan review and inspection personnel for construction code enforcement activity for an anticipated period of six months. The DPS Program Manager will identify the required number and type of personnel required for project startup. IBTS will be required to maintain the infrastructure to be able to meet the changing needs of the work.

IBTS shall provide a plan to provide qualified and certified construction code plan review and inspection personnel for construction code enforcement activity. Additional personnel with specified qualifications shall be provided by IBTS within 15 days of receiving notification by the DPS Project Manager.

Subtask B2: Contractor Personnel Needs

IBTS shall provide its personnel with appropriate equipment and plan for travel needs as deemed necessary and acceptable by the DPS Program Manager. IBTS shall maintain close coordination with the DPS Program Manager and shall provide monthly reporting on required resources, work location and travel.

Subtask B3: Tracking of Affected Homes and Coordination with Jurisdictions

Upon notice to proceed, IBTS shall coordinate with DPS and each AHJ to conduct necessary research and analysis to provide a report on their specific needs. IBTS will be available by phone, fax, email, and be able to attend face-to-face meetings as necessary with each jurisdiction and the applicants for building permits. IBTS will provide full access to information and monthly reports of all such activities to DPS to facilitate proper oversight by DPS. IBTS shall provide to DPS Program Manager the location of each home inspected by latitude and longitude coordinates to allow OCD to perform geocoding.

Task C: Provide Construction Code Training Assistance

When notified by the DPS Program Manager, IBTS shall accompany the AHJ's staff so that the existing construction code staff can obtain on-the-job, hands-on training. The purpose of this training will be to facilitate the existing construction code staff to carry out these responsibilities.

IBTS shall provide the DPS Program Manager with a report that accounts for the number and location of trainings, the number of inspectors and plan reviewers trained and the number of AHJ staff successfully obtaining construction code certification(s).
