Louisiana IBTS (LAIBTS) is a division of the Institute for Building Technology and Safety (IBTS), a 501(c)(3) not-for-profit organization dedicated to promoting residential and commercial building safety and building code compliance across the United States.

LAIBTS was formed to serve the needs of the State of Louisiana, providing impartial evaluations, research, training and technical assistance to reduce the burdens on Louisiana State and local government offices. LAIBTS can be leveraged to augment Louisiana’s existing resources in the following areas of the building environment on an as-needed basis:

With branch offices in Baton Rouge and Bossier City, LAIBTS is conducting third-party plan reviews and inspections under contract with the Louisiana Department of Public Safety.

LAIBTS also provides services under individual contracts with parishes and municipalities for building code department services.

Staffed by over 30 ICC certified code professionals, and supported by a nationwide staff of over 100, LAIBTS is the largest building code enforcement department in Louisiana, and one of the largest in the United States. LAIBTS is available to provide statewide services for governmental authorities, developers or private parties within any jurisdiction of the state. LAIBTS code enforcement services will focus on the minimum codes that are mandated by Act 12 and the Uniform Construction Code (Administrative Rules) governing the implementation of Act 12. The UCC Administrative Rules facilitate the intent of the legislation (Act 12) in mandating a statewide uniform construction code. IBTS will also address local amendments. The importance of Act 12, passed in a special session on November 29th of 2005, cannot be overstated, and IBTS has been planning and working diligently since January of 2006 to assist in its implementation.

Ultimately, the mission of LAIBTS is to assist all jurisdictions in the state by establishing regional building departments in those areas where no such oversight has been available previously, and by augmenting the staffs of those departments that are experiencing dramatic growth.

IBTS Organization

IBTS was created and is jointly governed by representatives appointed by the National Governors Association (NGA), the Council of State Governments (CSG), the National Association of Counties (NACo), the National League of Cities (NLC), and the International City/County Management Association (ICMA).

Contract and Grant Vehicles

Federal agencies can obtain IBTS's services with minimum paperwork using General Services Administration (GSA) schedules. State and local government can also obtain IBTS's information systems, services, and/or support through a cooperative agreement using GSA Schedule 70. As a public service organization, we are able to offer services to the government without going through a competitive procurement process.
